# Method:
01 - In a medium bowl, combine cream cheese and sour cream until smooth.
02 - Stir in diced roasted red bell pepper, chopped spinach, and sliced green onions.
03 - Add garlic powder, ground black pepper, salt, and smoked paprika. Mix thoroughly.
04 - Lay tortillas flat and evenly spread a quarter of the filling on each, leaving a 1/2-inch border.
